She was born Eliza Jane Fossey in St Neots, Huntingdonshire. She was a school teacher, and married Henry William Clarke who was a schoolmaster. They had five children, Barbara, William Butler, Ralph Butler, Burleigh and Victoria, the first three born in Old Bradwell, Buckinghamshire and Burleigh and Victoria were born in Norfolk.
