I am fairly sure that this is the Henry Tomkins who appears in the 1901 Stockton census, born Pontypool, Monmouthshire, aged 45 in 1901, married to Eleanor (born, Durham, Sedgefield), Steel Works Manager Employer. He was the son of John Tomkins of Wendron, Cornwall and Catherine Tomkins nee Jones of Panteague (Pontypool), Monmouthshire. I am a descendant of his brother, James, and information that a relative was mayor of Stockton was passed down through the family. A film of a mayor's parade in Stockton, held by the British Film Institute national archive, appears to confirm that Henry Tomkins was mayor 1912-13
