Ménard first served in a local regiment in the south of France from 1775-1777. He then served in the Durch army in 1782. In 1790 he was elected as administrator of his home region; and a member of the French Parliament; and in 1792 he was appointed captain of the 78th infantry regiment. He served initially in northern and western France; and as commander of the Paris Arsenal; then in Italy; and was appointed Prefect of the Manche département in 1801. The following year he served in Guadeloupe; and then returned to France; before serving under Lefebvre on the German and Polish fronts. He continued to serve in Germany until 1809; when he transferred to the Iberian campaign and was wounded. In 1813 he returned to Germany; and fought at the battle of Leipzig. He rallied to Napoléon during 'the Hundred Days' but was promoted to the honorary rank of lieutenant-general by Louis XVIII.
