He was attached to special missions to Vienna; 1855; to Paris; 1856; to Russia; 1856; and to Lord Clarendon's special embassy to Prussia; 1861. He was Assistant Under Secretary of State for Foreign Affairs; 1873-94. He was a nephew of the 4th Earl of Clarendon
