Headstone for these people are placed again wall in St.Leonards. Can you enlighten as to why not listed

There are a number of reasons why a monument might not be listed within the GPR:
1. It could have been accidentally missed during the photographing of the cemetery.
2. A monument may not exist.
3. A monument may exist but is completely illegible.
4. The cemetery may not have been completely photographed by a volunteer or only has a few family photos sent to the GPR.
